The only direct counter to CAS in the current state of the game is planes themselves.

Machine guns were originally added to tanks then evolved in to anti aircraft but with the development of jets they became only useful against helicopters. In modern combat they are back to their original role.

Think about it like this:
Choppers already get to spawn in with rockets from the get go, so why would they need buffed? A good chopper can easily score 3-4 kills from long range with rockets alone.
Some (Not all) MGs have a limited traverse, and most MGs are rifle caliber.
If a chopper is close enough to an MG that it can get hit, there is something wrong (Of course, a chopper can still get hit by an MG from long range, but that’s luck.)
