I have a leopard 2PL and havent got through the tech tree at all, if i get the bonus for the modification does that get efficiently added to low teir vehicles

Yes. Same if you are doing it the other way around.

Research yes, research bonuses from spading each line in the mods, as far as I am aware, is un-affected by RE

Yes i am and i am thankful to all of your help (i was about to tip the RP into helis because i thought it would be in efficient for ground)
