Why do I need to unlock the AP shell after researching the SAP shell? Such limitations never happen in previous blue sea Navy tech tree.
I wouldn’t say “never” as the Helgoland, Kaiser, Nurnberg, Emden, Elbing, Koln, and Leipzig all require you to research the SAP shell before the AP shell.
I just checked the tech tree again, it is NOT necessary to unlock the SAP shell to unlock the AP shell. The items on the research tree are independent and do not have any unlock requirements. I even got the AP shell on SMS Elbing without the SAP shell unlocked.

Yes. If you hover over any upgrade, it will tell you how many items of the previous tier you need to research before you can research something in the next tier. I thought you were just referring to the placement. The Germans generally have the SAP shells before the AP shells.
Tbh, i just find it ridiculous that AP needs to be researched at all. A stock ship in cruiser to battleship tier is quite literally useless for thr whole team.
Except that you can use the HE to massacre lighter ships without any bother at all, no not useless at all.
