Some planes just have automatic flaps IRL, it’s part of the representation in game. And not all things have a “power off” button for some of them it’s mechanical not electric. You will have to specific the vehicles in particular that you are having an issue with, if it’s something that can be disabled on the vehicle then that can be bug reported
the flaps on the n1k2 are mechanic, but the flaps on stuff like phantoms, mig21s, sukhois and all of that are commanded by the central unit to retract once the pitot detects certain airspeed that can jeopardize the system. It is very likely something that can be turned on or off like the MCAS of the 737MAX. Flaps on the f-4e made it a formidable dogfighter compared to what it is now. Same for the MiG21, the tomcat and many other aircraft that require flaps to turn tighter.
