Reduced combat rating of the SU-17M2 aircraft

Due to the decompression of high-level aviation combat ratings in the EPIRB, the SU-17M2 aircraft received an increase in combat rating from 10.3 to 10.7, I would like to propose the following:
Return this aircraft to its previous combat rating, namely 10.3, because the aircraft does not have countermeasures, and also has only rear-facing R-60 missiles, moreover, the bomb load is less than its competitors (the same F-4C Phantom ||, which is located on that the same combat rating as the SU-17M2), therefore it cannot fight on equal terms with aircraft of its combat rating and higher.
Among the analogues of the combat rating 10.3, on which, in my opinion, the SU-17M2 should be located, it is worth highlighting the F-105D and J35D Draken, both of them do not have countermeasures and have good air-launched missiles in the amount of 4 pieces, and also both have similar flight performance characteristics and tasks in realistic aviation battles.
