Everything is up to the devs, but they usually don’t apply reductions straight away when adding a new rank.
For example, when they added Rank VIII in the Apex Predators update, the total SL/RP required to unlock all aircraft increased like this:

So overall, it became much harder to unlock everything. You usually have to wait about half a year to a year for the actual reductions. The last SL/RP reduction for the air tech tree was in the Sons of Attila (2023.09.19) update. Hopefully, it will happen sooner this time, ideally during the next major update.
They don’t get totally useless, just less useful. The Tornados however never turned out to be very useful in the first place.
I have used them NOW to grind the top planes in their tree. After that, they will probably see little use anyway.
If you have them, use the next month to use them.
They’re planning to move it down, they’re also adding rank IX… TOTALLY useless. It’s not like having a premium vehicle. Plus talisman costs depend on rank and position in the line, all these planes moved back during the years just made me waste a good amount of GE

Have you thought about moving the Sea Harrier before the Hornets? If you’re foldering the Hornets, which is a good idea, there will be no reason to grind the Sea Harrier instead of going for the AF/A-18A.
18A does NOT need a downtier, having AIM-7Ms and 9Ls on an extremely maneuverable platform against phantoms and mig23s is bad enough, it doesnt also need to fight mig21s
I don’t doubt that the F/A-18F will go at the end of the line, but I think the FA.2 should come before the hornets to A) Give people a reason to use it, because why would you use the FA.2 when you could grind out the AF/A-18A instead and B) Keep some kind of tech tree continuity
Well, the reason to grind the FA.2 should be because its a competent airframe with its own playstyle and use in a match. Right now you have no reason to play it even if it was free, its useless compared to 13.0 and even some of the 12.7s. Its literally a 9.7 airframe with missiles from a 13.0.
Gaijin needs to fix (off the top of my head)
Harrier Gen 1 flight model inaccuracies (it should be incredibly manoeuvrable, at all speed ranges)
harrier heat signature is wrong. The game models the IR signatures as thrust output, the harriers are cold irl and could even decoy missiles by pointing the thrust vector down.

Harrier No black plume of smoke out the back when in level flight (seriously, ingame it makes the B52 look like an eco friendly smart car)
Bol is also modelled wrong, and this really hinders the harrier since it has BOL as its main CM source
Im sure there is more, but the 13.0 FA.2 is literally one of the WORST vehicles at its BR… but dont worry the F15A gets to club 11.7s now
