Modern aircraft (and not-so-modern ones as well) are programmed before flight. However, this pertains to mission data rather than a change in software.

Because that’s what it says in the user manual.The R-27EP was not exported.Therefore, it is not available on export aircraft

and in many modern aircraft, mission data includes weapons carried.

it doesnt take any physical change to try a variant of a previously compatible weapon.

R-27EA missile didn 't go further than the prototype .The work was curtailed in favor of the R-77
