I am slightly confused about whether it is a bug or not, but for Q5I, the option for extra flares and the standard one seem to be exactly the same. Is it just how it is with only one pod and the modification only allows chaff?

Yes. Flares come stock on all vehicles that carry them. The flares modification allows carriage of chaff or mixed flares/chaff. For most vehicles it doesn’t increase the total amount of countermeasures.

Thanks I was just confused about the translation to Chinese as it supposed to mean ‘More Flares’ but I guess it actually meant more flare/chaff options.

the choice means you shoot more flares at one shoot
or in Chinese cause it’s a localization problem:“更多热焰弹”指的是一次抛射打出更多热焰弹，每个发射器打两发而非一发
