well Pvkv IV in sweden is 3.0 and for more fun gameplay and easy should get down bc its impossible to play with when there are uptire even with apds round and the turret that slow turn and no armor 3 crews
its a one shot kill if u lucky u survive

so it will be 3.0 +/ - 1 BR.
the rank only affects you for doing tasks or what can you effective research. (1 rank above and 1 rank bellow, its effective)
or you implied that his BR should be lowered? but then the title is wrong.
