Simple, because the Russian KV-1s do not have to face each other. :)
Swedish KV-1 lineup is not as strong.
German KV-1 has a more predictable turret weakspot being the German cupola. :)

Why did you expect to survive US 90mm when it is the same gun used by tank destroyers at the same BR :D?
Russian one faces powerful German / Italian / UsA cannons often so its armor is negated.
Swedish one is good regardless.
German one isn’t weak…? I’ve shot that with long 76mm and 85mms and gotten consistent bounces.
Hell in a 1v1 of a M4a3E2 vs the German Kv-1, it’s more than likely the 5.0 German heavy tank will win.
Because of my heavy angling. It was a 73° hit on the turret cheek.
Cause they were hilariously OP at 4.0. Very good armour on an alright platform, with a weak but still decent cannon definitely puts it at 4.3.
It is best to compare vehicles to the stuff at their BR, and immediately surrounding that BR. Everything is weak in an uptier, but that shouldn’t justify undertiering tanks.

The problem is you keep focusing on what vehicles cannot do instead of acknowledging what they can do.
Russian KV-1’s vs 75 shermans, Chi-nu’s, etc.
M4A3E2 has a stabilizer and much faster reload, while the German KV-1 has the short 75mm that the Panzer 4’s use which cannot even pen the M4A3E2 frontally? :D

volumetric hell of a weakspot, only ever got killed there by HE nukes
KV-1C has the long 75, KV-1B has the soviet 76
both can pen the mg port

volumetric is a random factor, it exists but does not nullify weakspots. :)

The KV-1s really didn’t need a br increase. The thing that made them good was rushed shots, and newer players. Especially given the KV1E faces high power German cannons and UsA cannons earlier one.

Tigris
All are tanks that have never seen a br increase / nerf. They are all heavy tanks. All but one happen to be premium.

Which German KV-1?
The KV-1C is under br’d just as is the VK/30 and the Panther line.
Kv-1c has what the KV-1E needed to be potent. A great gun, add on the fact it gets the better turret.
Jagdtiger isn’t a heavy tank :))
Maus has gone up in br.
T32 which one? The original is meh, the T32E1 feels quite balanced.
M103 is slightly bad, but also decent.
Except the KV-1C has to deal with fighting more KV-1s since it is German, and the Panzer 4 H 75mm often struggles with angles. :)
