Just a better radar has arguments for being 13.3. Other jets are 0.3 higher just for this.

But this is not true. A lot of fights take place on 14.3
Would you consider a aim9b and a aim9m also competelly different missiles?
Upgrades are meant to turn an existing product into something better, just like the fakour is a phoenix(same seeker) with a better engine(hawk 3 sam engine).

F-14D has much, much better radar to support the AIM-54C+, IRST, better engines, and far better auxiliary weapons.
I also support the M1 KVT being changed to M1A1 and going up in BR, F-4EJ Kai getting AAM-3s and going up (or getting a higher-BR variant), and other similar changes.

This is not a modification, but literally a different missile from the MIM-23 Hawk anti-aircraft system.
All that remains of the Phoenix here is the guidance system.

The f14s RWR is just as important to actually shoot the fakours and survive
So in the f14s case its missiles only. Wasnt you just saying more cones into it when balancing? Elaborate when the f14B is better than the iranian in every way except missiles…yet is 0.3 lower

F-14A IRIAF was incapable of using R-27R1. It did, however, mount and IIRC successfully fire R-73Es, so it should have the R-27s removed and get the R-73s in the same slot as the AIM-9s, if that’s what you’re asking.
