Of course you have the ability to make anything you want premium, but when the best versions of things are locked behind a pay wall people will be upset.
Personally I think premiums should be either prototypes or “hero unit” like the IS-2 “revenge”, and whether intentionally or not Gaijin has given many players the impression that is the case.
There is also the issue of the missing weapons for the F-14D that also has people upset as an F-14 with better weapons was half the hype.
If you are going to add the F-14D as a premium I would suggest also adding the 2005 “Rover III” mod, with both AIM-9Ms and AIM-7Ps to the tech tree. Rover has no effect on game play and the only model change that would be required is a small antenna between the flarings for the AIM-54s, that would keep people happy.
But that is just my humble suggestion.

They announced they will add F-14A(IR) and fixes some model error, visual option like ECM blisters.

You could also intentionally under BR something and subsequently satisfy your own rule. The BMP Terminators are sort of the glaring example of that. I mean they were added at, what was it, 10.3 or 10.7, and now they’re inching closer to 12.7? You have both the power (maybe not you specifically but as a developer of War Thunder in general) to add anything to the game at whatever BR you want, and your rules only matter when they need to for PR reasons.

-there was a TT version
-the loadout was improved from F-14B
Think about it, this is the most advanced F-14 we’re ever going to get and you guys are wasting an opportunity to make it the best and fully-realized aircraft it can possibly be
