The plane came out at 1974… there was literally no contest from a soviet plane in a dogfight/gunfight to F-14 for 10 years.
What wasn’t designed for dogfighting?
Yes , F-15 was better at high alt, Tomcat was better at low alt . Even against a 16 ,a 14 was better at mid/high alt (over 10km) …ok at lows 16 would destroy it. Talking a 16A block 5 or 10 .
But , overall it was designed to dogfight , with its advantages and disadvantages.
RL wasn’t like in game.

If they would be fair and bring su 30 as 13.7 as it deserved, they wouldn’t have had this problem and could let it get whatever it deserves at 13.3. now they don’t know what to do.

They most certainly know what to do, but don’t want to. My guess is that the su30s still sell like crazy.
I am here to represent my views and the views of some of the air community in saying that:
The F-14D is a widely known and legendary airplane that should be available to all, not only to those willing to pay 80 EURO for an in-game item, considering that amount is equal to or higher than prices of modern full AAA games.
I think premiums are generally overpriced, but that isn’t the main issue since they mostly offer only small gameplay advantages over tech tree vehicles (cammo nets, better optics, weapons) and are usually not too overpowered and similar or just copies of existing vehicles.
As you say repeatedly, you want premium vehicles to be a sidegrade that can be skipped if the user chooses to not spend money. I know that that is mostly just a guideline and there are different exceptions to it (F-20, F-89, A-6E), but I believe all should be allowed to acquire the legendary F-14D Super Tomcat, since it is the definitive version of the aircraft beloved by so many thus, I am willing to say in the name of the War Thunder air community: GIVE US A TECH TREE SUPER TOMCAT.
(I know you wish to profit of its fame and legendary status, but I believe you should listen to and respect the playerbase.)
