Since you mentioned the GBU-39, the SDB has a IRL CEP of 1.7m, while ingame it gets a 10m CEP.
Plus, since you want to balance it for air SB, think of how much one entire Ground attack gives Score-wise.
Plus, while you get a decent maneuverability, a good MAWS, a good amount of CMs, you are limited to a speed of not even half of all the other fighters at this BR. Yes, you can launch AIM-9Ms via HMD, but remember, when a Mig-23 (which should also get a noticably higher BR itself, when compared to the Phantom, looking at aspects like the IRST) zooms by, gets a few rounds off, maybe a well placed missile within a Range where the R-60M is gonna hit anyway or the R-24T it is gone before you even noticed it.
I get that, if you’re not used to fighting an A-10, you won’t think of Boom-‘n’-Zooming, but if you remember what you’ve learned from Props and manage to effectively use that knowledge to your advantage, it’s fairly easy to deal with.
Also, Gaijin, please look at the Pipper for the AGR-20s, it needs to work properly.

Why was the engine horsepower of the Tiger II tank reduced? The Type 57 Escort Tank is already struggling in battles at BR 9.3, so why is its battle rating being increased?
You know what’s even crazier? F-16s not having any Radar missiles on 13.0 (looking at you, Netz) and no HMD all while (on the Techtree version) having only 60 CMs. So, what’re we talking about here?

Sure the premium one is better, and the tech tree one didn’t technically exist.
I think having a Netz “Early” and a netz “late” in the TT would be better, or a modification to get the extra 120CMs.
the EJ kai is 12.3, also there are phantoms at 11.3 without allaspect missiles why would phantom but better be at the same BR as a normal F4E??

What I mean is, isn’t the reload speed of the 105 Tiger II going to be changed? I remember it used to take around 15 seconds to reload, but later its reload was adjusted to be as fast as the T29’s. Now that the T29’s reload has been made slower, shouldn’t the 105 Tiger II be adjusted as well?

In that case if Grippen A gets an AMRAAM then its pretty much the same plane, C has better looking cockpit. In fact Grippen A needs a better missile the RB-71 seems to me a downgrade to lets say the Aim-7p.
RB-71 is skyflash DF an Aim-7E2 equivalent
M1A1 is just flying under the radar and keeps getting better and betterm

you also have better shell to deal whit higher tier tanks and 3 50 calls? you can easily disable track or kill light tank whit them. why you left that out? also you have better armor.
Still, the IRL CEP is far from 5m and since they acknowledged the Bug Report made for it and promised to fix it in Update 2.47.0.47 and the CEP is still well out of Real values, it’s straight up Ignorance at this point.
Plus, as acompany, you can’t say “We nerf XY vehicle, because it’s Ahistorical” and then continue to nerf a bomb with a glide kit, GNSS guidance which as a backed up Bug report which got accepted a long time ago.

you hay be misremembering, they use R-27Rs, just not R-27ER (don’t have a clue about R-27T though)

Considering the fact that it is a Br. 13.0 it definitely needs a better missile without increasing the battle rating to at least match the Aim-7ps and be competitive against the ERs as well as the Aim-120s that it often gets to fight against.
