If anything, I’d argue York deserves to be 5.7 despite only 6 20.3s just because of how much it can survive.

Honestly if decompression won’t happen, change the matchmaker to .3/4 down.
This way a 5.7 can only see 5.3 while a 6.0 can only see as low as 5.7.

Reasoning:
This American frigate is one of the most underwhelming of the tec tree. With a top speed of merely 37 kph, a lackluster main armament of 3x 3 inch guns and limited protection (fuel tanks covering the magazines) to no protection (magazine of the rear 3 incher is above the waterline) this ship currently serves no purpose in the tec tree. It is outgunned by any of the destroyers at 3.3, making long range fights unviable and at closer ranges the limited depression at certain angles does not help either, if it can even make it that far in the first place. For comparison both the USS Litchfield and USS Barker are nearly twice as fast. The only positive I can make up are its secondary/AA batteries but once again, you fully rely on the enemy spawning a plane and getting close to you with that or for you to get to the middle of the map which is quite hard if not impossible without taking major damage.
Since this ship has no redeeming qualities over all your other options at 3.3, I am proposing a BR decrease to 3.0. It will still have to hunker along for minutes until it can get within range, due to the destroyer spawn but the lower BR could give it a run for its money instead of just being straight up outclassed.

the F14 does get shafted at its br same kit as the F18A at 12.3 but worse radar because of horrble fox3 missiles

I would even argue that a 7.0 Spit F 24 has a higher chance to get something done than a 7.0 Me 262. Spits & Zeros were always rat-planes and required primarily mistakes of their opponents - but F 22 & 24 sacrificed a lot of their good turn for speed so their pilots fed way too long at 5.7 / 6.0 opponents.
It went down to 6.7 as gaijin refused to increase the BR of the 104 A and they pushed the F-86/MiG 15 to 8.0. So their current BR was not based on performance…

MANPADS carriers: pull a few gs and it misses. Most dont even have a proxy fuse to still hit on a near miss
Rolands: just do a barrel roll and it misses
OSA: do a barrel roll and it misses, you can also just climb a bit and its radar wont see you since it only scans 12 degrees vertically
Rapier: You dont even have to do anything really, its missiles do no damage 90% of the time. You can also do a barrel roll and it misses
2S6: do a barrel roll and it misses, stay a few km away and dont fly in a straight line to avoid the guns
Antelope: do a flare flower and it loses track
Strela: this one is actually very hard to avoid once it launches, but if you preflare you will be fine

BMPTs BR changes won’t do anything to fix how gamebreakingly overpowered they are. Even when uptiered to max BR they still perform fine. What they need is hard nerfs to the vehicles themselves. Nothing else will fix them.
