Expert crew with fully trained loader is perfectly capable of reaching 5.3,its what i have on my M1.
And by the time you get to abrams, your crew should be sufficient level already (unless you skipped straight to it, then sucks to be you).

It’s 10.7, the 30mm are useless at 2+km and the radar is nothing special. The missiles are not IRCCM, they ars SACLOS and have exactly the same terrible guidance as the Roland
Every non top tier SPAA can be the free loadout vehicle
Every high tier SPAA is extremely fragile and easy to flank. The LAV sits at its BR because it also has anti tank rockets.

From someone who plays the 9.3 rating a lot, moving the already overpowered flare and 20g missile combination planes at 10.3 which almost if not all should be 10.7 is a BIG MISTAKE

Yes, but you are suggesting putting these spaas at BR’s where they would be completely useless. That is not balance, that is just giving easy kills to cas players who just spam spacebar on everyone.
The U-sh 204GK and R3 T20 FA-HS are both armoured recon cars and should recieve scouting

Ground RB - AMX-30 S DCA : 8.7 > 8.3
With the removal of its APDS belt, the AMX-30 S DCA is weaker against tanks, and is (and always been) meh against planes because of it’s radar. Compared to the Gepard, the vehicle that it ressembles the most to, it is inferior in everything (the Gepard have a better radar,still have an APDS belt, a gun stabilizer, a better shaped turret making it more tricky for a critical shot meaning it’s more survivable than the AMX one, and can destroy both tanks and plane without much problem) and yet the Gepard is 8.3. The AMX-30 S DCA should also drop to 8.3 or at least see the return of its APDS belt. Another solution could be the addition of the AMX-13 DCA (same turret and gun as the AMX-30 S DCA) but on an AMX-13 chassis, at BR 8.0 or 8.3 (version both with or without a radar exist)
