In the startup launcher there is a check box for older cards on the lower right side. Try that it may work

what videocard are you using anyway ?!
if it’s a card supporting DX11/12 and you (still) get a message that the gpu is only supporting DX10 this may indicate an issue with the videocard drivers - in this case update (or reinstall) the videocard drivers.
