You can take out the Buk M3 since that will be the new free SAM for russia
a vehicle not needed. most likely able to fire 48 missles faster than the Elde 98, which for what ever reason needs 2 seconds between every launch of loaded missles

I refuse to use free vehicles after spawning an ADATS, that didn’t have any missiles or an ammo box.
As for the new Pantsir, they’re giving Russia a chance to learn a new SPAA system before NATO countries get standoff weapons that this particular Pantsir will be good at intercepting.

Because the soviets were in desperate need of another top tier SPAA after the fact they already have 2 of the best in game

I’ve noticed a trend over the last few years, that whenever a new major “feature” comes to the game, one of the major nations is selected to test a counter to it before that feature arrives. Russia had the original Pantsir to counter longer range munitions. Now they get another Pantsir to counter even longer range munitions, that will likely come in the next major update.
