Phantoms does probably turn better (ish) but I’d reckon you’d still fly both as BVR trucks (I rarely run the gunpod in Sim) , at which point the F3s better SARH and better radar does nudge it ahead.
I personally just dont see what about the FGR2 would be OP at 11.7 though. (FGR2/FG1 maintained a lower SB BR of 11.3, and whilst balance in that gamemode is very different. They still feel a tad underpowered fighting many 11.7s like the Mig-23MLD and Mirage F1C)
The phantom turns way more than the F3 in 99% of situations, it only loses in a sustained fight with the wings out and flaps down because the FM is wrong
F4 can easily pull 12gs of instantaneous turn, even with the gun pod and a missile load. Tornado can pull 10 at the absolute max and needs less than 5 mins of fuel to do it(and be completely clean)
And they still refused to give it 9ls? at 12.0 where it mainly sees missiles such as 9ls? Makes no sense and would have allowed for some much needed diversity in the british tech tree between the fgr and fg where ne could have mavericks while the other got 9ls (i think thats how it would be split but i cant remember the specifics).
I find it pretty odd that only the Harrier Gr.1 gets napalm, but basically any other aircraft in the tree does. I mean, did Britain only test napalm on it but never used in any other aircraft? Just wondering.

When 2 nations were left to rot with only 11.3s to fight vastly superior 12.0s and then 12.3s for an entire year, with not 1 but 2 vehicles added to other nations (Yak-141 and F16AJ) that bent the rules to allow them to be added. It’s going to leave a sour taste in said nations mouths for a long long long time to come.
