Maybe it has dual guidance mode. Instead of IOG maybe it switches to TV

Not sure. But I guess JF-17 Block 1 should be able to use this since this is just a laser guided bomb.
Maybe JF-17A late (know as JF-17A Block II) and JF-17C mounted this laser guided bomb
