A lower BR will make any vehicle more effective.
The vehicle will not be “effective” but it won’t be “completely useless” as the lesser penetration matters less when armor is worse.

Dicker max and sturer emil. Sturer emil got less effective now that it faces quicker tanks.
There are several 2.0 tanks which offer poor speed even if others are little gremlins.
