Not that much of a jump from pantsir, considering Buk M1 has no guns and only 4 to go missiles.

At least, Germany (East), Britain (India), Italy (Hungary), USSR and Sweden (Finland) could get it, so it would not create such a power imbalance as pantsir is.
Well, it is higher than max 20km and guaranteed 15-18km of Panstir, but yeah, giving to practically everyone and lack of guns would balance out. It still leaves the issue of low altitude attackers, but that is the issue for everyone on top (except Russia and, ironically, Italy via Otomatic)

Exactly, then why is everyone getting shared technology? Itβs a fair trade, I see many trying to claim Mongolian T-72s and other Soviet equipment for China. Unlike Mongolia and China, Azerbaijan was apart of the USSR.
