I generally try to go by suggestion rules, where I’d say it could be an unfinished prototype depending on how things progressed past the YF-23 (I really don’t know enough about it to say for sure).

As far as the game goes it’s just inconsistent, on one hand they seem to try and insist on aircraft having flown, but on the other we get exceptions like the Ho 229 V3 (V2 flew, but not V3) or F-16AJ (proposed variant, never made it past the brochure, heavily altered for the game compared to the historic design). So from that I’d say anything is possible if they want it enough.
It’d be much simpler if suggestion rules (or any rules for that matter) were a clear cut rule and they didn’t erratically jump from being even more strict to pulling a new F-16 out of their behind.
To be fair for the 5th gen era of aircraft we really need all we can get. 8/10 nations use same F-35s, seven of them exclusively, so every interesting unfinished projects would be appreciated, even if most are from the same three nations.
