Both are Czech domestic designs during the Warsaw Pact era and both filled a suitable need in the Soviet tree.
L-39 was also directly used by the USSR.
They wouldn’t fit in any other trees and serve a purpose for the USSR.
Both are just export variants of Soviet ones. Since Czech isn’t a USSR subtree, they are perfectly fine as they are.

I suggest you reskin all of them to another country so the Czechs being not a sub tree would be more clear.
We had sub trees announced with less vehicles, such as India and Indonesia
It has nothing to do with my coping

It’s also a pretty recent example, go ahead and prove that it’s an exception to the rule and not a change in policy.
We have plenty of vehicles inside of other trees already that are not subtrees, like Argentina for Germany. So there isn’t really a need to do so when we never announced it as a sub tree to begin with.
We dont have any current plans to reskin them to another country for now. As Czech players can enjoy some in game representation currently
