they had multiple back then aswell cause of the different partys (revolutionary’s), but iirc the offical one was the stripped color one
They had an entirely different flag before they adopted the one we see in-game
The new one you posted also is their military flag, rather than national flag

It’s not about control. It’s a combined Chinese techtree, that has the People’s Republic of China and the Republic of China, because both individually are China. This is the same as having the German Empire / Weimar Republic / Nazi Germany / BRD / DDR in the German tree instead of having it start and end with only WWII for example. And their planned Korean techtree holds both North and South Korea.
It’s not necessarily that one nation is definitively holding power over all others, it’s that these are all fundamentally Chinese, German or Korean nations, even if some might exist at the same time as eachother.

Asking the wrong person, I do not have a single clue. My only guess is that they forgot to replace the Army one they removed when they were testing the feature, and keep putting it off.
