Nope. Most of them have proof. Some others are a bit vague (e.g., GBU-39) and with those the limits are arbitrary.

Report is for Typhoon to gain speed release limit, as it is present on Tornado. Or at least that what it was reported on.
Later the person who reported it acknowledged that limit should not exist, but who knows what gaijin did.
