MiG-23 was the demo. F-14 was the full release.
Now I’m not much of a conspiracist or theorist myself, but there had been severe conflict of answers from prior that has resulted in a growing distrust, not to say that words from CMs cant be trusted but it can feel that way sometimes (and yes i know plans can change but they do feel like it gets changed at a whim).

MIG 23 MLD could go toe to toe with F14 in a dogfight and win back then only thing it couldnt do was bvr but multipath was way higher

Sometimes they can be. We (All CMs) are in constant communication with the developers. Thats the purpose of us on a daily basis. To keep current thoughts and opinions flowing. From that, plans both short and long term can change depending on a multitude of factors. Its not always possible in every case, but in some cases it can.
There are both long and short term plans. As things progress, somethings can be flexible. Others cannot.
Like the Russian Tor, Indian Osa and many others cases recent and older.
The issue comes when certain people want to try to push a narrative of certain spesific examples where an answer was given based on current plans, only for said plans to change (due to further discussions etc) as evidence of “lies” or untrustworthy answers, that the issues begin to arise. (Gripen C, R-73 etc etc)
That’s why we are so clear now that plans can and do change.
