No it was a modification installed in different vehicles then removed.
Heres a different Gripen A and it talks about the system being removed, same deal for the Viggen

You can also see the smudge on the glass and on the rear of the aircraft fuselage. I just used stuff to remove the watermarks cause im too lazy to scroll through the pdf to grab the image for it lmao.
