Python 3s are only good for last minute head ons or ambush, it will gladly go not even for the flares of the plane you are firing at, but even to the flares of the one beyond that.

The ICE program was meant to bridge a Capability Gap in the GAFs inventory due to the delay of the Eurofighter program. the Brits did the same thing but with their Tornados…
the baseline F-4Fs (only a hand full recieved the full ICE upgrades, most never got the PD radar and AMRAAM support) were Multirole/CAS aircrafts till the day that they were Retired

A new variant is not always an upgrade of an existing airframe. Much like F-4F, which was a package installed on existing airframes.

One was a modernisation and life extension upgrade, the other was a different variant entirely for an entirely different role and purpose.
