Just use A-10, A-6e Tram, F111 or any of the other slightly lower attackers which are perfectly useable at 11.7

Barak-II doesnt have mavericks,Popeye or other armaments because of balans, Kurnass2k cant have Gbu’s and mavericks because of balans but Su-25m3 is perfectly fine with KH-38’S xD
