It would be more of a sidegrade IMO.
It has much better ordinance options, both for Air to Air and Air to Ground.
Legacy Hornet can have 6x AIM-9 + 2x AIM7 at the same time, whereas if you want Sparrows on your F-20 you can only have 2x AIM-9 and 2x AIM-7.
M61 Vulcan is also superior to M39A3
Don’t forget that the Hornet was originally a more ground attack centered aircraft, so don’t disregard it’s vastly superior ordinance capacity of 17,000lbs
