Yeah, if only we could have kept up the 2:1 strategy from the naval arms race before WW1.

No, from my understanding the Vanguard was designed to be made in the way it was from scratch. It was using older salvaged turrets and guns to bypass production limits of turrets and guns.
The 16 inch ship you are describing are the Lion class if im not wrong.
The Lion class was designed to have the 16 inch guns yes, but it never entered service as planned, HMS Vanguard is a modified Lion class ship which used the available 15 inch guns :)
Lion class has as much ability to come as that russian ship that appeared
I believe some guns were even made for the lion… plus it was laid down so thats enough for naval apparently…

A 16 inch Vanguard is just the Lion class.
Edit: so there isn’t really a “16 inch Vanguard” as much as there is the Lion class of which 2 were laid down before work on the Vanguard began

Yes, but by technicality, as Vanguard was to be the first ship of the Lion class, Vanguard was originally supposed to have 16 inch guns :)
