that was before the time ,proxy fuses have been developed, what ukraine got might have been remaining stocks

the time before proxy fuses is called early WWII
again, look at stinger history, there were many stingers without proxy, remember as well manpads are way smaller then missles

Another way to buff URSS CAS is giving the Mi-28NM access to 4 LMUR 305.
Blowpipe was a British MANPAD serving from 1975 to 1985 that didnt have a prox fuse. I think this was a combination of cost saving and to reduce the number of parts within the missile.
Pretty sure they are listed in one of the books about soviet/russian air to ground missiles.
