Technically yes, IF the other 12 tanks are lower BR’s, however, all too often as said - i checked, maybe 3 5 tanks at lower BR,
last person i known who drank WD40 lost there ability to speak and hear and taste and there body went stiff, never saw them again after that

well not if the majority of tanks are at your BR and above, which is usually the case… the +4 top tier tanks only applies if +1BR
