The only theory is that they go through a series of aircraft in a particular order and use the one they finished before that one as a template.
So maybe they got the F-15C GE done before and used that as a start template for the F-15E, because if it’s truely just a mistake of “woops wrong radar” that would be wild since the radars don’t even look close.
