Imo what decides whether it will be 13.3 or 13.7 will be the following:-

how good astra mk1 will be? Like will it have pretty low impulse and hence slow accel or will it be decent/good with win120c5 like impulse

how many astra mk1 will it carry, only seen with 2 max but can possibly carry 4 of them too with ejector pylons which is in testing rn
If only 1 of the above happens it will be only 13.3, otherwise 13.7 worthy
