PoBIT includes upgrades to Block 40s as well. Hence why the USAF isn’t using the Block 70/72 nomenclature and referring to the program as “Post-Block” upgrades - it’s not a universal upgrade that puts all aircraft into a defined Block standard. There are inherent differences between airframes so they remain Block 40 PoBITs or Block 50 PoBITs
IIRC “Block 70” was initially only meant to apply to new-built planes. Meanwhile Viper upgrades of older export planes to a similar capability to Block 70 (AESA etc.), are meant to be indicated by changing designation - F-16C to F-16V (Like KF-16C to KF-16U in Korea)
