Brimstone 2 features two significant upgrades over 1. The guidance system has been greatly improved against “challenging targets” (for example, those that are obscured or seen at odd angles) and a new Roxel rocket motor increase range by “more than 200%” with ranges reported as 40 km from helicopters and 60 km from aircraft. Range for ground launch should be similar to a helicopter.
We don’t even know if the AH-64E, Mi-28NM and Z-10 will end up being better than the rest lol. We have hardly gotten any details on them.

16km would be primarily from the limited launch range of the platform itself. Longbow radar improvements allege 16km over the previous 8km range.

Seat count never mattered, it’s purely a coincidence of their “place multirole vehicles where they can” system.
F-15I is part of the Strike Eagle program, and Baz Meshupar already exists so placing it in the bomber-strike line was an option.
Back when F-16D only had 9Ms placing it in the strike-bomber line also made sense when the previous strike aircraft was 10.0 while the other line had Kfir C7 and Netz.
Now that the strike aircraft line is the one that’s saturated and the light fighter line isn’t… another F-16 can go in the light fighter line.
