I wouldn’t say Malaysia is more likely. Indonesia is generally a non-controversial option and popular individual subtree option for Japan.
Malaysia has always just been “part of ASEAN”, and has even had more divisive opinions for the Su-30MKM and MiG-29N.
Malaysia also lacks a 14.3, something that really only Indonesia (Rafale) and Singapore (F-15SG) have. And with the controversy around Singapore I don’t think they’re touching that nation anytime soon.
I wouldn’t mind either, but Indonesia seems like the more logical and less controversial option.

No, the only Chinese tech I can think of that Indonesia had were 12 J-5s that were part of their MiG-17 fleet. But even then most of these were Polish and Czech variants, so these would be redundant to add.
For comparison Thailand has the Type 62, Type 69-II (100mm), Type 69-II (105mm), VT-4, VN-1, VN-16 and YW306.
That is almost as many Chinese vehicles as they had Japanese vehicles, meanwhile Indonesia actually operated more Japanese vehicles than Chinese thanks to those used by Indonesian independence forces post-war

From what I’ve read, the buk-m3 missiles are command guidance or ARH, they can be fired as one or the other or in both modes
Where do people get ARH for the Buk. It never existed. I think M2 got a proposed seeker, but not M3 for sure
