Looks like that is the case, UK has the ADATS and the Falcon so it’s probably fine.
Literally says “the list is not final” as usual there could be other additions we might not see till dev stream or even untill a second dev or dev update.

Top tier for the UK is dead anyway Typhoon with Brimstone will be unplayable and no changes or top tank additions CR2s are dead and the Badger wont be able to carry the team.
