I think instead of limiting actual militaries this should be done by expanding on unique differences between different variants and their equipment (no more generic same armaments for all Gripens for example), and adding more non-export vehicles.
Also make the armament favor exporting nations. So for example Thai Gripen mounts everything they either used for it, tested with it, or at the very least had in inventory, while the exporting nation of Sweden would get everything they themselves used or tested as well as armament advertised as compatible the same way Gaijin does loadouts now.
So basically unless anyone does any domestic weapons integration or upgrades, the exporting nation will have the best and most versatile example of their aircraft in game.
I was a little concerned that the entire Falkland Islands do not fit within 130km x 130km, and even Fox Bay, which is introduced as part of the area, is more than 150km away in a straight line from Stanley. In other words, does this mean that they have no intention of recreating the Falkland Islands in their actual size?
here is hoping that gaijin are just doing a funny and they are actually adding SPAA to every tree (this is mad cope because its insane that 3 of the nations with the worst SPAA are just being left to rot)
