SM-6 is meant to intercept terminal phase ballistic missiles (it has in combat), it needs to be capable at altitude to do this no?

Why did the soviets have to design all their ships to look so awful, especially the paper designs. Like 99% of them are barren decks and the blandest bulbous superstructures possible
