Source that HAC was canceled by that point? Or do you mean the decision to procure them did not go through? That is different from Tiger HAC remaining in testing versus canceling the decision to put them into service.
HAC was never built, France only tested PT3 which is different from what HAC was to be. HAC was to have a 30 mm cannon with 150 rounds, half of the HAP. But it was cancelled in the late 90s (I don’t have an exact date) and it was decided instead to proceed with a modified HAP.

That’s a good question. If US only then what other planes are the nations that didn’t receive a plane last update going to get

HARMs are not so useful against smaller SPAA, they’re better against radar installations.
Adding HARMs wouldn’t really upset anything imo, they’d really just serve to broaden the amount of objectives we can have in a given match.
There are 2 reasons imo:
If we’re getting new SPAA, that likely means we’re getting stationary radar installations. Those would be good targets for HARMs.
Absolutely no one would be surprised if most nations an F-18.
US, Japan, Britain, Sweden and Germany could get one.
