no, thats US, Italy and Sweden. Germany all things considered is pretty mid of the pack, the only once priotised are those with none at all

naval takes way longer to get ships then any other branch (besides helicopters) and not to mention that the chinese and swedidh naval lines would be pretty barren compared to say, Britain, America, France, Germany, Japan, Italy and in some part russia that all had large navies at some point
