There should be a difference between “can be added” and “can be added in a way that it offers something to the game”. The list for the latter is a whole lot shorter.
Sure Luxembourg could be added as a seperate tree in theorie, but would it really add anything to the game (just using luxembourg as a random example of a really small country).

It hasn’t got the power to keep up with props at that tier nor it climb well.
Hence I use “let’s play dumb and pretend I don’t see you” tactic as the turn rate saves the Ko
Plus it’s the cheapest prop at that rank being what around 10 quid when I last seen it

I mean yeah the R.38 isn’t particularly fast but it turns well and has these juicy 13.2mm machine guns

oh of course, I just thought it was something to do with the gear door hardpoints and the DM not being able to handle it. Hopefully they just 1-1 swap it with the Thai F-16 when we get there
