The argument was that it actually had real relations to France over it simply being a case of geopolitics for it going in the German tree. Since the tank was already slated for Germany, that version stuck while Gaijin copied it over to the French tree.

I don’t think the GB techtree will be receiving incomplete ships to compete in this area, they have more than enough competitive aircraft carriers to fill out the capital ship ranks past their completed BB 's.

The H-39 is implied to be coming as an end-of-battleship counter due to completed ships for that competition level not existing in it 's techtree, an issue which doesn’t exist for the RN:
So there 's little reason to believe that incomplete ships would be added, as there 's no need for them.
PUMA uses attica 3RD gen, also idk if ajax has a lot of armor but PUMA its a micro MBT pretty much in terms of armor
