It has a better motor, a more sensitive seeker able to find and lock targets at much greater ranges, GPS, and millimeter wave radar homing
It should also have MMW seeker and GNSS (and all the things Frieren14 mentioned)
the second probably, knowing how gaijin treats western systems, i would expect a minor improvement over AGM-88C, even though is a MAJOR overhaul over older versions IRL
