At this point, Leo would probably be Sherman of top tier. Except for US, Russia and China, most nation have or can get a Leo

tbh that was kinda a timing thing on their side too (trying to add chinese vehicles to japan just before the memorial day of the invasion of china by japan, iirc), and tbh japan can have coal if they want
