Because the current launch range is 14 km’s for the SARH missile.
Chu-SAM would be the logical choice for Japan
Japan, China and Sweden were mentioned as having new, longer range sam in the next few updates.

I feel like both the VL MICA and the basic Chu-SAM would be an upgrade over the Tan-SAM
