I don’t think there is a counterpart to it, it’s super old and probably worse than the Kh-29 in all practicality.
Hammers are easy to intercept even fired from close and you my friend are talking about a perfect scenario in which you dont have any SAM up because in the exact moment that the rafale gets high 3 missiles are going in its direction and the other ones are going to intercept the potential fired hammers, if you die to a HAMMER or GBU-39 its because you have skill issue.

Company is based in hungary and registered in Cyprus, the motive they have to buffing russian vehicles ahistorically is personal to whoever leads the dev and balance teams.
TLDR; Gaijin ceased to be a Russian company years ago, and they have no obligations to the Russian state, that’s just US main cope
